At 9:00 a.m. on November 5, a cargo truck arrived at No. 9 Xingye Third Road, Eastern Ningbo Bonded Zone. With cross-border export goods undergoing loading and unloading operations as well as data collection before being placed into designated warehouse locations, the first public cross-border export pre-warehouse of Ningbo Bonded Zone was officially launched and put into operation.

The warehouse is managed and operated by Ningbo Ningshang Supply Chain Co., Ltd., a joint venture jointly invested and established by Ningbo Economic & Technological Development Zone Logistics Development Co., Ltd. and Ningbo Ningshing Ubay Logistics Co.,Ltd.According to Shi Wei, General Manager of Ningbo Ningshang Supply Chain, the pre-warehouse is constructed in compliance with official customs supervision standards. Through the application of information and intelligent technologies, it realizes advance customs supervision and data interconnection and sharing. The facility can well accommodate diversified customs supervision requirements as well as container consolidation demands of cross-border e-commerce businesses, and is projected to improve cross-border logistics efficiency by over 25%.

Ningshang Supply Chain Public Cross-border Export Pre-Warehouse is located in the Eastern Area of Ningbo Bonded Zone. Covering a land area of 50 mu with a warehouse floor area of 12,000 square meters, the facility consists of four major warehouse zones. It integrates comprehensive functions including loading and unloading, warehousing storage, commodity inspection, container consolidation, arrival declaration, as well as bonded tax rebate services.Adopting technologies such as the intelligent container consolidation system, digital twin and intelligent gate checkpoint, the warehouse is directly connected to the customs platform to achieve full-process traceability.Different from traditional warehouses, it implements the operational model of "customs declaration first, inspection second, and container loading last". All inspection procedures are completed inside the warehouse, eliminating repeated container loading and unloading, cutting operational costs and significantly improving logistics efficiency.

 On the morning of the opening day, leading officials from the Supervision Department of Ningbo Customs, Ningbo Bonded Zone Customs, Yongbao Center and other relevant authorities visited the site for inspection and guidance, and put forward specific work requirements. Leaders and relevant government departments have always attached great importance to the construction of the pre-warehouse and provided strong support throughout the process.
